Orders concern a wide variety of matters including how to deal with property and persons of African descent ("Accounts shall be kept sufficiently accurate and in detail to show quantities and amount...as a basis upon which compensation can be made" August 16, 1862); "No citizen liable to be drafted...shall be allowed to go to a foreign country" (August 13, 1862); "No candles or open lights shall be allowed in the hold or staterooms of any boats" (Februry 18, 1864); "All supplies for soldiers, sutlers, private citizens or traders shall be shipped by Rail Road" (August 15,1863) etc etc. All are original.
