Stamped Confidential, Ministerio de Hacienda y Comercio, June 1952, April 1953. Handwritten note on front page says: Not for release--see letter from Mr. Pixley re Reports. 4to. Original typed report of 4 pages in English (we would expect it to be in Spanish. )Text states the Mission studied the port in detail for over a year beginning in Apirl 1951. Surveys of Port organization and administration were made during the above period by a recognized authority in this field. And detailed background studies going back over a period of six years were also made during this period. The report paints a sorry picture of cargo damage, pilferage, port congestion, delays, fire hazards, bulk grain losses, etc. Conclusion reached: the difficulties experienced in this port over a period of years had adversely affected the country's economy. Report is accompanied by original photographs glued to report pages illustrating the problems covered in the report. Photos are fine and all identified with handwritten notes. Photos include: 28-- 7x9 inches; 3 --5x7 inches gloss (one photo is loose and not identified); 2 --7x9 inches photos are taped together to offer a panoramic view of the port; 11--3-1/2 x 4-1/2 inches (these last 11 photos are not identified.)
